The United Nations Postal Administration (UNPA)  commemorated the seventy-fifth anniversary of the United Nations with the issuance of three stamp mini-sheets on 24 October. At least twenty other postal administrations of United Nations Member States  joined the UNPA in issuing stamps to commemorate this milestone.

The stamp sheets include the following quote from Secretary-General António Guterres:

"The vision and values of the Charter of the United Nations, which was adopted 75 years ago, stand the test of time. The United Nations works as one for the benefit of all – for peace, sustainable development, justice and human rights."



The mini-sheets of two stamps in the denominations of $1.20, CHF 2,00 and €1,80 were designed by Matt Willey of the design firm Pentagram. A souvenir card with a statement by the Secretary-General and Nelson Mandela was also  issued.

New Corona Stamp on Toilet Paper by Austria Post


 


Austria postal service prints coronavirus-themed stamp on toilet paper. The stamp was inspired by the panic-buying of toilet paper when COVID-19 first hit Europe in the spring. It shows a baby elephant, a symbol which has encouraged citizens to keep their distance during the pandemic.The stamp shows a drawing of a baby elephant to indicate the 1-meter physical distancing advice used in Austria

The national delivery service said it got the idea for the three-layered stamp when hygienic products, in particular toilet paper, became a symbol for panic-buying. The splurges were sparked by lockdowns implemented to curb infections as the pandemic took hold across Europe earlier this year.

However, it took several months to turn the vision into reality due to a lack of material."Domestic toilet paper was sold out for a long time and difficult to get in the required quantities," the state-controlled mail service said in a statement, reported by news agency dpa.

Keep your distance

The stamp shows an image of a baby elephant, which has been used in Austria to symbolize the 1-meter (3.2 feet) physical distancing advice used in the European country to avoid the spread of the novel virus.

The novelty doesn't end there, though. The stamp has the unusual value of €2.75 plus a surcharge of €2.75 ($3.25), as the mail service donates half of the price to help those who have been severely affected by the pandemic.

1. INTRODUCTION


1.1 The 1st ever State Level Virtual Philatelic Exhibition of Himachal Pradesh Postal Circle will be held ‘VIRTUALLY’ during the period from 2nd November 2020 to 07th Nov. 2020.

1.2 This exhibition is being organized by the Himachal Pradesh Postal Circle and the Organizing Committee headed by the Chief Postmaster General, Himachal Pradesh Circle, Shimla – 171009.

2. VENUE

The exhibition will be organized virtually and displayed on www.himpex.org

3. SPECIAL COVERS AND CANCELLATION

Himachal Pradesh Postal Circle will bring out a special covers every day as a feature of the Exhibition with a special cancellation of HIMPEX on each day. Special Cover with or without cancellation will be available for sale at the Exhibition Post Office i.e. Shimla GPO. Order for Special Cover may be placed on the Philatelic Bureau, Shimla GPO.

4. DEALER’S BOOTH

Dealer’s Booth will be provided ‘VIRTUALLY’ on Rent for Rs. 5,000/- for the duration of the Exhibition. Details can be had from the Assistant Postmaster General (Philately), Secretariat Committee, 3rd Floor Rajhans Bhawan, Kasumpti Shimla – 171009.

6. RULES AND REGULATIONS

6.1 The Exhibition will be governed by India Post Regulations for Philatelic Exhibition (IP-PER), Philatelic Jurors Programme (IP-PJP), Philatelic Award System (IP-PAS) and by special rules made thereunder. The same can be viewed / obtained from APMG (Philately) O/o Chief Postmaster General H.P. Circle, Shimla-9.

6.2 Exhibits will be classified into two classes:-

- Non-Competitive Class

- Competitive Class

6.2.1 INVITEE (NON-COMPETITIVE) CLASS

The exhibits from the National Philately Museum, Army Postal Service, Indian Security Printers, Stamp Designers, Business Houses dealing in franking machine.

6.3. School Collections (Collective exhibits prepared by several students of a Section, Class and school)

6.4. The expression “India” includes British India, Portuguese India up to December 29, 1961 and French Settlements in India up to November 1, 1954.

6.5. A collection, or part thereof, which was already shown in other competitive classes in an

Exhibition, cannot be exhibited under Modern and Social Classes.

6.6. The exhibitor in Philatelic Publication Class must upload copies of each title on the website by the closing date of receipt of entries in this class. Periodicals shall comprise a complete volume of the year. A selection of 10 articles is required for entries in Article Section.

7. APPLICATION FOR PARTICIPATION

7.1. Intending Participants in the exhibition should apply ONLINE at the prescribed link provided in the website.

7.2 The last date for registration of particulars will be 30.10.2020 and confirmation of acceptance of entries and the number of frames allotted will be intimated by the Organizing Committee on 30.10.2020. The last date for depositing entry fees along with uploading image of the receipt will be 30.10.2020. Incomplete entries or entries received after the due date will not be accepted.

7.3.1 Applicant may enter the exhibit in one or more group or sub groups. A participant in Group 6.2.2.9 (Youth Class) may enter only one exhibit but cannot enter in any other group. The participant in Youth Group is required to furnish proof of his/her date of birth with his/her entry form.

7.4 A separate entry form must be furnished for each exhibit.

7.5 Allotment of frames is entirely at the discretion of the Exhibition-cum- Bin Sub-committee constituted for the purpose.

7.6 Details of earlier awards should be given in the online entry form.

7.7 Application for the competitive class must be for a minimum of one frame and maximum five frames.

7.8 The decision of the committee regarding the no. of frames allotted will be final and no appeal will be entertained.

7.9 The no. of frames allotted may be increased or decreased at the discretion of the committee.


CONDITIONS OF PARTICIPATION

8.1 The exhibition is open to all philatelists residing in ’Himachal Pradesh’ & ‘Punjab’ other than invitees and Jury Exhibits.

8.2 Entries in competitive class other than those listed in 6.2.2.6 to 6.2.2.9 above must have achieved within the last five years a minimum of Silver Medal. No former award is required for class 6.2.2.6 to 6.2.2.9 and all classes at District level. A Bronze at World or Continental exhibition is equivalent to Silver at the National, to the Gold at Zonal, and to the Grand Prize at the Regional and District level.

8.3 An exhibit which does not satisfy the conditions prescribed in para 8.2 may also be considered as a Special case by the committee after scrutiny at the sole discretion of exhibition committee.

8.4 Each exhibit must be the bonafide property of the exhibitor. Applicant must give a declaration to this effect and must undertake to abide by the rules and regulations of the exhibition.

8.5 Each exhibit in the competition class must be entered under the correct group or sub group. Exhibition Committee reserves the right to transfer incorrectly entered exhibit to correct group or sub group.

8.6 All exhibits must be uploaded as per the size prescribed and instructions in this regards.

8.7 The exhibition committee reserves the right to reject any exhibit completely or in part.

8.8 Undesirable or banned items cannot be displayed.

9.1.1 There will be approximately 160 frames.

10 TRANSMISSION AND RETURN OF EXHIBITS

10.1 Each participant will be intimated about allotment of frames along with approval of images uploaded only through e-mail provided by the participant..

10.2 Exhibits must be uploaded on the website by the due date fixed i.e. 30-10-2020 for approval. Exhibits uploaded after the due date/time will not be entertained.

10.3 An exhibit will be only be displayed after prior approval of the committee.

10.4 The uploaded exhibits can be removed by the participants after completion of the exhibition.

12. ASSESMENT AND AWARD

12.1. The competitive exhibits will be adjudicated in accordance with India Post Philately Award System (IP-PAS).

12.2. The Jury of the exhibition shall be appointed in accordance with India Post Philatelic Jurors Programme (IP-PJP).

12.3. The Jury will present their report and the list of awardees to the organizing committee. The decision of the Jury will be final.

12.4. All medals will be awarded along with appropriate certificates. All exhibits will receive a certificate of participation.

12.5. All Exhibits in non-competitive class will be presented with memento.

12.6. Special Prizes donated by organizations or individuals will also be placed at the disposal of the jury to be awarded according to its decision. Such prizes will only be accepted from donors unconditionally.

12.7. Failure of an applicant after the allotment of frames will result in debarring the exhibitor from participation in any exhibition organized by India Post for two calendar years.

13. AMENDMENT TO RULES AND REGULATIONS

India Post/The Chief Postmaster General, Himachal Pradesh Circle reserves the right to add or amend any of the rules/regulations in whole or in part at any time, should it be so necessary.

14. General

14.1 The decision of the Chief Postmaster General shall be final on all matters other than Jury decisions, arising in connection with the exhibition. The Convener, Exhibition Committee is responsible for ruling on interpretation of these regulations at the exhibition.

14.2 The DDG (Philately) will take decision for those cases where there is no ruling provided by these Rules. Exceptions to the provisions of these Rules may only be made by the DDG (Philately).

14.3 The Department of Posts reserves the right to amend these Regulations at any time.
