Postcards rejected by Ahmedabad Post Offices -2
In response to my last blog post some readers have sent comments which I am sharing here..

All the postcards were sent back to Mr Parikh, without any remark why were the cards returned as all the postcards
had proper postage required for
International Postcard.
Opinion : Any postal piece if not delivered and sent back should have suitable remarks on it either by the postman or the delivery clerk. However, if the post office where the letter has been posted does not forward the mail piece and returns it, it should have reasons like insufficient postage, or improper addresses of both sender and addressee, in case of international mail or suspected mail piece, improper closure of envelop, bad condition etc. and should be given on the mail piece before return.
But normally
except for improper insufficient addressing rest of the deficiencies are taken
care by the post office.
However, in
this case nothing was deficient, then there seems no reason for refusal to
forward by post office. Else proper reason for the non-carriage and return
should have been given/written on the mail piece.
Apparently if
appears to be malfunctioning of post office, lack of knowledge of postal staff
and also their irresponsible behaviour.
With mobile in
hand, before return, at least local
post office can discuss the matter with sender, if it is written in sender's
address.
2.He received back the postcards on which he had fixed his address labels, but many postcards did not reach destination, on which his address labels were not fixed.
Opinion
:
Any
letter cannot be delivered to addressee, if his/her address
given is insufficient, improper and wrong and is untraceable by RLO/DLO.
And so is in case of delivering back the undelivered the mail piece to the sender.

Many
postcrossers face different issues at different places. For me, outgoing
postcards reach safe with Rs. 15 postage, but incoming cards are getting lost .
The postage issue in Ahmedabad GPO / foreign post / customs at airport is
mainly untrained staff. PMG / CPMG should issue circular about Airmail Card
Tarriff. Postcrosser can complain to PMG / CPMG via letter or official twitter
handle regarding this issue.

I have also faced a delayed mailing and no awareness about postage by India Post staff mostly by Ahmedabad post office staff as all the mails from Gujarat pass through Ahmedabad Foreign Post office, mostly they get leakage of revenue Postmark from there.

So, my cards don't have return address, I had used proper 15rs postage on cards, and they were posted but they got leakage of revenue Postmark and still got delivered to Malaysia, Australia and many other countries, over 3 months Travel time!! So maybe they were sent via sea mail I guess!

I also have an interesting experience which I wish to share here….
1. Recently, I sent Picture post cards for international posting with Rs15 + Rs10 extra postage to a nearby small post office through a person who posts my letters usually. The booking clerk said ‘Put them in an envelope with proper postage.” It means the staff is not aware that Picture postcards can also be posted to any country in the world.
2. The next day I sent Those postcards to another post Office through a person. The booking clerk asked him to affix Rs 30 Stamp as it is the rate for international airmail. The person called me and told about this, Then I talked to the booking clerk over phone and told her to confirm the postage from the website of India Post that Rs 15 postage is for International Postcards and Rs 30 postage is for International airmail (upto 20gms), Then she immediately agreed and took the postcards for posting.
Conclusion
From the above comments and my
own experience, I conclude that Postal staff in most of the post offices of India
is not aware of International Posting of Postcards. However they very well know
about the International posting of letter which requires a postage of Rs 30 (upto
20 gms), But still it is confusing if we see India Post website. As some post offices
ask to put Rs 25 stamp and some Rs 30 But as per website : Rs 25 + 18% GST it
becomes Rs 25 + Rs.4.50 = Rs 29.50. But who puts this postage ??? Either people
put Rs 25 or Rs 30 for an international letter (wt. upto 20gms).
And in case of speed Post, the Post Office staff never makes mistake as it is to be calculated as per weight and destination.
India Post must make clear the rate for an Int. Letter upto 20gms. Onthe website it is not clear.

Postcards
rejected by Ahmedabad Post Offices
I
am sharing here some postcards and covers shared by Mr Shrikant Parikh an
active post crosser. from Ahmedabad. These
postcards and envelopes were sent by him to overseas postcrossers. The standard
airmail rate from India to any country for the International Postcard is Rs 15.
But he put stamps of Rs 25 for the postage on the postcards. It is surprising
to note that the Post office rejected the postcards and send them back to the
sender. It happened in 2 post offices ( GPO Ahmedabad and Navrangpura of
Ahmedabad. But it is interesting to note that some of the postcards which were rejected by Ahmedabad post offices,
were recently reposted from Dehradun and
the postcards reached their destinations.
It seems that the staff appointed at these
post offices is untrained and not aware of the international mail. The higher authorities
of India Post must look into this matter and take proper action.
The following points are to be noted
regarding these rejected Post cards and covers :

In
our country there are many postcrossers in different cities and send covers and
postcards to philatelists all over the world. But never faced such problem.
